Bridging the Gap: How Community Accountability Facilitators are helping to translate citizen feedback into Better Basic services in Cambodia
Through the Implementation of the Social Accountability Framework (ISAF), Community Accountability Facilitators across Cambodia are helping bridge the gap between citizens and public service providers. Trained by World Vision International and supported by the World Bank and development partners, these local volunteers empower communities—especially women, people with disabilities, and rural families—to voice concerns, understand their rights, and improve access to education, health, and local administrative services. Their efforts have led to tangible improvements, including shorter wait times at health centers, higher school enrollment, cleaner and safer learning environments, and stronger trust between communities and authorities—demonstrating how citizen feedback can drive better, more responsive public services.

Unlocking the Middle Tier: Learning Through Dialogue
There is much focus on the “middle tier” in Education systems in low- and middle-income countries at present. The middle tier describes groups of professionals at county, zone, district or provincial level whose role is to monitor and support schools (UNESCO, 2025). They are the people who often become master trainers or are tasked with supporting the implementation of a new curriculum or new initiative. The middle tier acts as a mediator between policy makers (top leadership) and implementers (teachers). We have argued that they are key actors in the implementation of high quality TPD@Scale, but that they often lack the knowledge, skills, and professional development opportunities to carry out this role effectively.

Hope at Last: Water for Life Project Delivers Safe Water to Jang Community
For decades, the children and families of Jang—a farming community in the Sawla-Tuna-Kalba District of the Savannah Region—struggled with limited access to clean water, relying on unsafe sources that exposed them to waterborne diseases and daily hardship. Change came when World Vision Ghana and partner GIZ provided a solar-powered mechanised water system.
