About SPIR II

Strengthen Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR) II is a five-year Resilience Food Security Activity (RFSA), led by World Vision and executed by a consortium of partners, including CARE, ORDA Ethiopia, and learning partner IFPRI. It is funded by the USAID Bureau for Humanitarian Assistance (BHA), with a focus on enhancing livelihoods and resilience to shocks and improving food security and nutrition for rural households in Ethiopia’s Amhara, Oromia, and Tigray regions through interventions aligned with the Government of Ethiopia’s flagship social protection initiative, the Productive Safety Net Program (PSNP).

SPIR II aims to transform livelihoods, build resilience to shocks, and enhance food security and nutrition for (add target of HHs reached) poor rural households grappling with food insecurity in Ethiopia. In its fifth phase (PSNP 5), the safety net programme targets vulnerable households afflicted by chronic food insecurity and poverty, providing monthly cash or food transfers during the lean season to address immediate needs. PSNP 5 selects public works activities, including infrastructure development and soil conservation, generating employment opportunities and contributing to community resilience by protecting and preserving natural resources.

Simultaneously, SPIR II supports agricultural and non-agricultural livelihood diversification initiatives and assists in capacity development, market linkages, and improved access to financing to strengthen household income and food security. SPIR II employs proven strategies, including:

  • Nurturing Care Groups and Community Participatory Nutrition Program (CPNP) for improving maternal and child nutrition,
  • Village Economic and Social Associations (VESAs) for increasing access to finance and fostering social cohesion and gender transformation
  • Group Problem Management Plus (gPM+) and Interpersonal Therapy in Groups (IPT-G) to tackle common mental health challenges at community level
  • Male Engagement Groups and Religious Leader Dialogues for transforming gender and social norms
  • WASH Business Centers and Watershed Cooperatives to leverage income-generating opportunities while protecting natural resources and promoting improved hygiene and sanitation

Emphasizing sustainable exit strategies, the programme empowers households in asset and skill development, fostering participants' self-sufficiency and long-term food security.

Key actions

  1. Implement comprehensive health, nutrition, Water, Sanitation, and Hygiene (WASH), and Mental Health and Psychosocial Support (MHPSS) interventions to ensure vulnerable households have adequate food.
  2. Implement livelihood interventions to strengthen resilience and protect household assets, enabling sustainable and productive livelihoods for vulnerable communities.
  3. Strengthen Productive Safety Net Program(PSNP) systems to provide accountable, effective, and shock-responsive services, supporting resilient natural resources for vulnerable households to overcome economic, climate, and health shocks.
