Richard Rumsey the Director of Programme Development & Quality at World Vision Uganda, where he provides leadership for the organisational strategy, programme development and resource mobilisation, strategic partnerships and quality assurance for a countrywide, multi sector portfolio of programmes. 

Before moving to Uganda Richard served as the Global Sector Leader for Livelihoods and Resilience at World Vision International with oversight for a portfolio of programmes across 66 countries; responsible for promoting productive and resilient livelihoods and access to financial services for the most vulnerable families in partnership with Vision Fund International (VFI). 

Richard is a qualified Agricultural Engineer with a Master’s Degree in Economic / Social Development.  During his 26-year career with World Vision Richard has held senior positions leading both development and relief programmes including relief responses in Bangladesh, Myanmar, DPRK and Sri Lanka.  Prior to World Vision, his career included a number of years working in West Africa on post-harvest processing projects, leading an agricultural feed manufacturing business in the UK and establishing a faith-based youth livelihoods programme.
