World Vision began its first intervention in Ethiopia in 1971 with relief and opened Ethiopia office in 1975. Relief, rehabilitation and small community development projects dominated the decade that followed. During the 1984/85 drought, World Vision Ethiopia participated in a massive relief operation that saved the lives of millions of people. After an intensive relief and rehabilitation programme, the organization developed a new integrated development approach the objective of which was to ensure empowerment and transformational change. This approach led to the establishment of Area Development Programs (ADPs) in the 1990s that is still being implemented and continuously strengthened today.

1.    Major Responsibilities

  • In consultation with the M&E team and Program staff, and taking into consideration Partnership policies, establish guidelines/policies for critical reporting milestones and documentation in the life cycle of ADPs ;
  • Put in place mechanisms to monitor implementation of the guidelines/policies as identified;
  • Review reports of ADPs and other projects for the quality of monitoring and evaluation products. Provide feedback to the project leaders and offer assistance as needed;
  • Assist ADPs in the monitoring, design, baseline and evaluations reports preparation and use. Lead and/or participate in selected field monitoring and reflection processes. Ensure quality of these exercises including data gathering, analysis and reporting;
  • Formulate and implement a capacity building/training strategy to improve the monitoring and evaluation competencies in ADPs and other projects on report preparation;
  • Provide leadership with a consolidated National Level periodic Plan and Reports, analyse and use of data for management, advocacy or marketing purposes;
  • Working with the IT unit, develop a management information system to monitor and analyse evaluation data from the projects;
  • Develop a system to document and disseminate lessons learned within the World Vision Partnership and outside the organisation.  Assist the senior management in identifying and mainstreaming best practices;
  • Based on strategic directions for ministry, identify opportunities for operational research. Plan and manage operational research projects in collaboration with ADP staff;
  • Liaise with and provide information to senior management where monitoring and evaluation findings have implications for policy and program development and improvement.

2.     Qualifications Required: MSc/MA Degree in Economics, Development Studies, or related fields

3. Work Experience and Skill required

  • At least 8 years of work experience in Monitoring and Evaluation preferably INGO experience, of this 6 years on Monitoring, Evaluation and Reporting
  •  Participatory M&E, Results-Based management, Logical Framework Analysis, community participation, Participatory Rural Appraisal, Participatory Learning & Action, etc.
