REGIONAL FINANCE MANAGER

World Vision Zambia Limited, a child-focused, Christian, non-governmental organization (NGO) seeks to recruit a qualified candidate who is motivated and result oriented to fill the following position:
1. REGIONAL FINANCE MANAGER - SOUTHERN REGION
PURPOSE OF THE JOB
To contribute to improved and sustained well-being of children by supporting the effective decision-making and financial sustainability of the regional program through being a business partner internally (to the Program/Project Team) and externally (to local partners and collaborations). It will also entail insuring stewardship, accountability and transparency at all levels through the active resourcing and empowerment of the Area Development Program communities and partners as well as strengthening community financial management capacity.
MAJOR RESPONSIBILITIES
- Provide strong and positive leadership to ADP Finance team ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.
- Actively participate in the Regional Management/ Leadership team and Key Finance Team meetings as well as attend and actively participate in strategic regional and ADP meetings.
- Facilitate ROM, ADP Managers and non-finance staff in understanding and interpretation of financial statements.
- Contributing to the development of appropriate policies and procedures for procurement of goods and services, in collaboration with the Supply Chain teaAssist Regional Operation Manager to ensure ADP’s planning and budgeting work schedule to meet the requirements/deadlines by the NO and other relevant stakeholders.
- Supervise ADP Program Accountant and Finance team to budget are clear and aligned with Programmes ensure ADP goals and outcomes, by giving due consideration to WVI Finance Policies and donor regulations
- Assist Regional Operation Manager for budget-related correspondence with Support office , Donors and other stakeholders
- Supervise ADPs with determining cash requirements of the program/project and liaise with National office Finance as well as supervise posting of ADPs transactions to general ledger/voucher interface.
- Supervise all ADPs and ensure the clearance of the Balance sheet accounts on a monthly basis and report any exceptions on a timely basis
- Supervise and review timely Production of ADP financial reports including log frame financial reports in response to FFM, local government and donor regulations.
- Conduct Regional financial monitoring by contributing to the development of financial monitoring system, analyzing and sharing financial reports/ information
- Assist Finance Director/Finance Manager to set up proper internal control system in all ADPs.
- Assist Regional Operation Manager, ADP Mangers and Finance Director/Manager to take corrective actions/measures on audit recommendations and regularly monitor progress, in partnership with ADP Program Accountant.
- Ensure that ADP audit management response has been done timely and follow up its implementation.
- Conduct orientation on finance policies and procedures to Regional staff and newly hired finance and non-finance staff.
- Coordinate professional and personal development of ADP finance staff through adequate orientation, on-the - job coaching, identification of learning, training needs and opportunities (e.g. in accounting, Sun Systems, grant management, risk management, leadership, etc.); and succession planning.
- Coordinate ADPs in annual Insurance survey data gathering and updating of the database.
- Supervise ADPs in updating fixed asset database, tagging, reconciliation and reporting.
EDUCATION/KNOWLEDGE/ EXPERIENCE
- Bachelor’s Degree or equivalent qualification in Finance or Accountancy with preference to ACCA, CIMA and MBA, AZICA qualifications is a requirement.
- Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls.
- At least 5 years work experience in finance, accounting/bookkeeping activities, auditing, business administration, or related field with preference to NGO experience.
- Good understanding of local partnering and basic understanding of VFI/MFI/MED.
- Proficiency in Microsoft Office programs including Excel and Word
- Experience and proficiency in financial software and reporting systems. Experience of log frame and partner collaboration preferred.
- Able to work on a cross-cultural environment with a multi-national staff and must have good written, oral communication and facilitation skills.
- Knowledge of and experience with government grant regulations and financial reporting requirements preferred.
- Self-guided, strong organizational and planning skills; ability to work independently and under pressure.
- Christian commitment and maturity or respect for Christian ethos in the workplace is a must.
