Joining Forces Alliance Condemns Rising Child Sexual Abuse Cases in Zambia

The Joining Forces Alliance has strongly condemned the escalating cases of rape and defilement of children across Zambia, calling for urgent intervention to protect the country's most vulnerable. 

At a press conference held on Monday in Lusaka, the alliance, comprised of six leading child-focused organizations, including Save the Children, World Vision Zambia, Plan International Zambia, Child Fund, SOS Children's Villages International, and Terre des Hommes International Federation, expressed deep concern over the rising cases of child sexual abuse. Reports indicate that children are increasingly being victimized in spaces meant to be safe havens, such as homes, schools, and orphanages.

We are particularly disturbed by the fact that these heinous crimes are being committed by individuals entrusted with the duty to protect children,” said Antoinette Ngoma, Chairperson of the Joining Forces Alliance and Country Director of Plan International Zambia. “This is immoral and a serious breach of trust that cannot be ignored.

The Alliance underscored the importance of stringent enforcement of Zambia’s existing child protection laws. They highlighted critical gaps in the implementation of the Children's Code Act, the Anti-Gender-Based Violence Act, and the Child Safeguarding Framework, stressing that these legal provisions must be effectively enforced to ensure the safety and dignity of every child.

While Zambia has a progressive legal framework, enforcement gaps continue to leave children vulnerable. The Children's Code Act, the Anti-Gender-Based Violence Act, and the Child Safeguarding Framework must not remain words on paper; they must be fully implemented and enforced to ensure every child’s safety and dignity,” stated Jo Musonda, JFA Deputy Chairperson and Save the Children Zambia Country Director.

She further emphasized the need for increased investment in child protection services, noting that beyond policy, the government must prioritize resources dedicated to safeguarding children. “It cannot be an afterthought; it must be a national priority reflected in our budgets, our plans, and our actions,” Musonda added.

The Joining Forces Alliance called on government institutions, law enforcement agencies, civil society, and communities to work together in strengthening reporting mechanisms, providing support services for survivors, and ensuring swift justice for perpetrators. They also urged the Zambian public to break the culture of silence surrounding child sexual abuse and actively participate in safeguarding children.

As cases of child sexual abuse continue to rise, the Alliance reaffirmed its commitment to advocating for the protection and rights of every child in Zambia, ensuring they grow up in a safe and secure environment.
